D&C 38:18

"And I hold forth and deign to give unto you greater riches, even a land of promise, a land flowing with milk and honey, upon which there shall be no curse when the Lord cometh."

I assume this is talking about Jackson County. Does it mean that when terrible things are happening just before the Lord's coming, Jackson County will be spared?

But won't the whole earth be without a curse during the Millenium (except the end when Satan is no longer bound)? Why is there a distinction here? And the phrase "the Lord cometh" makes me think of when He actuallycomes, as compared to when he reigns.
